Poverty would definitely have an impact on any contact sports' ability to recruit players and run competitions.

Limited access to medical facilities, lack of benefits like sick leave / etc, impact a serious injury can have on someone's ability to work or live, limited fields where it is 'safe' to play, etc, would all be challenges Ghana, Cameroon, Nigeria and Kenya would be facing.

The first two, we know have run successful contact games and competitions, so it can be overcome (although in fairness to Cameroon, their economy is relatively quite strong)
