TAB numbers that I read in the big league,
like Storm is at 2.40 or something vs the cowboys at 1:40
so does that mean if I go into TAB and put a $100 on the Storm
I will win back $2.40 to every dollar making it $240 if Storm win?
And whats with the 13+ options and first try scorer, how does that work?

Yes, the figure they give for any betting option is for a $1 bet.

If the odds are $2.00 you get -

$1 bet = $2 back
$5 bet = $10 back
$20 bet = $40 back
and so on.

13+ means the team you back must win by 13 or more. 1-12 option means they have to win by between 1 and 12.

First Tryscorer is excatly that. You back the player to score the first try of the game.

There are that is called "exotic" options. 1-12 13 + 1st scorer, last scorer, 1 1st scoring play..list goes on.
If you do a multi bet you can only put one option per game in it.
For eg you could not put :

Sharks win
Sharks 1-12
Kimmorley 1st try scorer.
