How long is halftime supposed to go for?

In the Parramatta v Storm game we just had a 16 min halftime break. So how long is it supposed to be?

Fifteen minutes give or take one either side. Was shortened to 8 minutes for Roosters/Dragons a few weeks back.

I know at one time, not all that long ago it was a true 10 mins. I seem to remember that it was changed to 12 mins which I can live with. But 16 mins is way over the top.

Sounds about as consistent at the kick off times. Whistle should be blown right on scheduled time (say 4pm) and if a team isn't on field and on side it should be a penalty 10 out directly in front. Same goes for half time. FFS this is supposed to be a professional competition.
