I propose in sticking a Big Ben (actually,London Tower) type clock out there in place of the shot clock.

so instead of a scrum, you want players to have a shot at a clock? but what if the clock breaks? If there's 15 scrums a game, and they end up smashing 5 clocks a game, then it'd be over 1000 clocks smashed a season (including finals). Can the NRL afford to be buying 1000 clocks per season?
