Yep. Schubert was the only one saying anything about it, but only after he had finished populating a column in his spreadsheet (and combing his hair).

We can argue in hindsight about why it was done. What isn’t in dispute is how it was explained at the time.

As for the cap, it IS the same for everyone. What was always going to be difficult to regulate is the idea of ‘market value’ when clubs such Brisbane, Melbourne and the Roosters had natural advantages based on their power, influence and connection to the corporate world.

No argument, just some interesting history. I'd scrap the cap for top level NRL squads.
