It really has nothing to do with Howard. All governments offer aid and then ask for something in return. This is never really done in a charitable sense.
Nevertheless, we shouldnt be surprised that governments do the right thing occasionally. Indeed, they should be doing the right thing by our neighbours all the time. But unfortunately, this isnt the case.
Australia companies have a large amount of contact with Fiji and the Solomons are just 'down the road', so to speak. It makes sense to have political stability in these pacific nations.
But if you want a truer picture, I suggest you look upAustralia's historical connections with the entire Pacific region.Include in this the island nation of Nauru (for example) and its constant battle with Australia over compensation claims. And then have a look at Bouganville where it's probably still dangerous for an Australian to show his face.
