1. "Consolation and reality" - State has nothing to do with decisions about where NRL chooses to play footy.

2. "Sound Governance" - State is getting someone to work out how much money they should/will allocate to build and maintain, or what to do about providing, stadiums and land for stadiums.

So in reality, and even an old seamstress could get it, it says bugger all.
