If he isn't the investigator, then why is he getting away with it?

Either he is the investigator, and you're mafia (or likely) or he's bluffing, the real investigator is laying low as its a plot from mafia and you're simply unlucky.

The latter is a little advanced but not unlikely.

if town had 2 investigators and one protector they can wipe one out quickly and extend the time they have to find the protector and once they do knock off other cop.

Its a mostly vanilla mafia. I don't think there's going to be a protection chain.

Secondly, I doubt town will have two investigators. If there were two, why has not one of them spoken up?

Not convincing argument. You may be town. Its not unlikely. If WP is right and he's got a dodgy investigation then you're an unfortunately victim. But right now, one investigator has turned up and suggested another is mafia. We have to go with it.
