Absolutely stupid idea. A near perfect kick trying to pin the opposition in their own end that rolls one time too many onto the line isn't a negative kick. It's a well planned kick that doesn't quite come off. The defending team shouldn't get an extra 20 or 30m for that. Should have never been 7 tackles in the first place.Agree 100%
It's way to big a penalty in most instances.
Best solution IMO is go back to 6 tackles but you get the ball from where the opposition kicked it with the minimum starting point the 20m line. That punishes negative kicks whilst not over punishing grubbers that trickle dead, knock ons etc.
