It's not just the "team" it includes junior development through schools etc, that's where a great deal of the coin will be directed.

I think one of the unseen benefits here, and it’s not being talked about, is the NRL’s relationship with the government. The NRL building very strong relationships with the government, doing them a massive favour by agreeing to this deal (even though it is a deal that is also very good financially for the NRL and gives the NRL a risk free expansion swing). You can be sure PVL will be pocketing this as a huge IOU from the government, and he’ll 100% cash in that IOU at some point - infact, I’d be very surprised if he hasn’t already, in the form of some guarantees for future stadium funding, that of course won’t be announced now or even in the near future.A new stadium in the shire.
Jokes aside I first heard about this plan back in 2017 from a family member working for the NRL. Rugby League is viewed as the keys to the hearts of locals and the Aus gov spending the money is a drop in the ocean compared to China buying up ports, building infrastructure and essentially taking over. Kinda cool that League is that important and not AFL or Union but overall messy and f**king stupid.
