NRL clubs have done it forever as well. No club has 17 first graders and 13 backups. There's always a bunch of fringe first graders fighting for a handful of spots. These blokes always play a decent number of games during the season but won't play 20+ unless their team picks up a lot of injuries. Backups will usually play less than half a dozen games.
