I would allow a couple of wild card teams in from lower leagues or ESL. Run a lower leagues tournament, the winners get in. Maybe allow the winning team from a English super league tournament in.
Maybe have a Qld cup rep team under the banner of Combined Brisbane.
I would also invite any NRL team that isn't keen (see Penrith under Gould) to vacate their spot.

I think a lower league team that takes it seriously would beat NRL teams that don't care and turn up with reserve graders. That kind of humiliation would be good.
