Marshall was asked years ago if he wouldve liked to have played for Queensland, so under the new rules he would've been eligible, however did state that he idolised Stacey Jones and his goal was to play for the Kiwis only, and also wouldve felt uncomfortable in a Maroons jumper. J Hughes also stated the same thing today.

He moved here when he was 16, wouldnt have been eligible

Whilst we all know it was never planned this way, the NRL holding off allowing players who had picked to represent NZ from also playing Origin until now will possibly be looked as a stroke of genius in the future.

If this change had been brought in with the other eligibility changes in 2017, there would have been a real risk that only NZ would have truly benefited. Instead by holding off, it's allowed both Tonga & Samoa to build some depth and create a culture within their squads, improve their world rankings and see things like the Pacific Championship and Pacific Island tours to the UK introduced.
