Well he wasn't going to promise it before the last election from opposition, without being able to see all the figures, was he? And huge forward expenditure like that isn't just something you do decide to do in your first or second full budget after getting in, without it having been a transparent election pledge.

Their third true/full budget has been scheduled for March 25 - if it goes ahead before an election announcement.
