I think that's the way to do it. If they're good enough, they only need to be on a development contract for a year, then they join the bottom of the top 30 the year after that. If you can stagger them into the dev list, you could have 18 kids rotating through the dev list over three years. But to keep some of them you will need to promise a top 30 spot after that development year, and this is a decision you'd have to make while they're still playing SG Ball. It's risky because you could end up relying on quite a few kids providing NRL depth before they're ready.
