Maybe if other clubs either establish a junior development pathway, or ramp their own junior development pathways up to the extent that they don’t have to poach another club’s juniors, then we can talk.
That is what needs to happen, but they can't be arsed when they can just offer the products of those clubs that do more money, therefore driving player salaries ever upwards. The good thing is that these are the same teams who wonder why they haven't won shit for several decades.

We've already been richly rewarded for our development systems though. We've taken the choicest cuts from our geographical area and won 3 comps in a row with no end in sight.

The teams that do player development well don't need compensation. Turning an average player into a good player and a talented kid into a superstar is already enough to have you right at the top of the totem pole for an extended period. Melbourne and the Roosters have been doing it for decades and they have no footy geography at all. Yes there are teams with big junior bases that aren't utilising them, but salary cap dispensations aren't going to suddenly change that because the problems are system based. If implemented poorly it can even backfire, causing talented juniors to languish in poor development structures because they have book value as a local. And at the end of the day, it doesn't matter (much) if the kid from Claymore becomes a great player for the Tigers or the Roosters.

In short, we don't need this and the Tigers and Dragons of the world don't deserve it.

The NRL should not reward mediocracy.

Players that have been raised in a teams' system should be less against a team's salary cap as they were created by that team's system.

As much as I feel for the Tigpies and Dragons, they are merged clubs comprising of two completely different districts which they can draw junior talent from, so are you expecting me to believe they can’t have their own junior development systems?

Not at all. I'm saying the incentive for doing so is there already (see our success), the reason they haven't would be more down to their own systems being shitty and extra incentive wouldn't solve the problem.

It’s not enough incentive

some players develop later

salary cap relief should be way higher for developing clubs (1 or 2 million over the standard salary cap)

There should definitely be some reward to developing players. Not just for the sake of the teams who do it. But to incentivise other teams to invest more in development.

Players who were in the juniors system from say before the age of 16 should get a 20% cap discount.

So if a desperate club comes along offering them $1m. They can match it for $800k under the cap. Because a lot of what boosts these players values is desperate clubs hoping for a quick fix.

IMO there should also be a 20% cap discount on long service players (7+ consecutive years in system) and not just some pissy minimal $100k to split across them. The discounts shouldn’t stack. Just gives more incentive to loyalty between clubs snd players, and investing in development.

But a club who doesnt want to develop could still get players discounted if they stay around long enough.

More incentives more clubs spend on juniors via their leagues club

game gets increased junior funding at no cost to itself

also promotes club culture

Yes, being a one club player for your whole career should be easier and more celebrated in our game.

Penrith have long been developing talent – not only for themselves but also other NRL clubs – to the point that those who have left would challenge those who remain.
If you were to compile a team of former Panthers, in positional order, who have left or are poised to since the first of their four consecutive grand final appearances, it’s a roster that would challenge for the title.

No it isn't. There is some great players in there but they aint winning a comp. That narrative is pure hyperbowl. Fringe top 8 probably which is still pretty amazing. No need to talk it up more than the reality.

Or you could go the other way and clubs who develop players get a grant bonus.. end of day NRL is quite happy seeing talent being spread around, their goal is to have an even comp. There are some clubs that have advantages over others regardless of how much gets spent on jnr systems. Geography and social make up of areas play a big part. Rather than supporting a club to hoard talent maybe they should be financially rewarded for developing it?

Or the alternative is the NRl mandates how much clubs have to spend on their systems. that way every club is paying the same and if players move around it isnt at any real cost to a club over the price other clubs are spending.

or we go back to an U20's comp and have a draft!

Where are the Roosters playing their country games this year? And no Las Vegas doesn't count. Do they have links with any regional areas? It must be Gosford.
It's Gosford where we have and continue to invest significant resources in to junior development via CC roosters pathways.

The CC roosters are strong throughout the grades in both men's and women's with a fair bit of talent likely to make first grade (Sandon Smith a current example) but no doubt we won't get credit for that as "junior development"

Simply the Panthers talent program knows more than other clubs.

Yes it will be "excluded" by the same so called LU "experts" who, when it comes to crowds at home games, always want to exclude the ANZAC Day games when it's hosted by the Roosters. It just doesn't fit their narratives....

Makes me wonder if that's where Donald Trump got his playbook from about altering the facts to fit the narrative o_O
