My French is pretty basic, but from what I can read, Monaco is viewed as a strategic target for helping grow Rugby League across the South East.

Monaco has a population of just under 40k. Maybe they are targeting investment from the principality?

Now a RL team from Nice would be great and exciting news.

At the initiative of Anne-Marie Tremousaygue Van Klaveren, newly elected to the FFR XIII on Luc Lacoste's list, rugby union could take root in Monaco according to Nice Matin . After the successful experience in rugby 7 with the creation of a team that participates in the Super Seven, the newly elected thinks that the XIII would have its place. With the objective of bringing back and developing the XIII in the south-east, Monaco would have a central role in this development with not far away the Toulon club and why not the rebirth of Cannes XIII. Anne-Marie Tremousaygue Van Klaveren will get in touch with the Monegasque rugby federation with whom she thinks she can work in order to set up a coherent project that would benefit both the Principality and the 13th French.

forget Cannes, forget Monaco, it's Marseille then maybe Nice they need.

And how can anyone with a name like Anne-Marie Tremousaygue Van Klaveren be taken too seriously? What is this, private school boys union?

Anne-Marie Tremousaygue Van Klaveren is the wife of the Monaquesque ambassador to Spain - so not a nobody.
Monaco is the playground of the elite, so a significant move away from the game’s origins. It would be something to see billionaires cheering on a Rugby au XIII team.

However the Tremousaygue Van Klaverens may have fallen on hard times as they are offering the Chateau in Moussolens for B&B stays.
The chateau is near Carcassone the home team of Puig Albert

There have previously been teams in Cannes and Marseille (they made a couple of cup finals in the 70s).

Former Australian international Wally Fullerton-Smith played a season or two with Cannes in the early 90s and the club had two seasons in the top flight during this decade.

Sadly not sure if these clubs are still around today.

Would produce exactly zero local juniors, haha. But in reality a Monaco based club would really just be a club for players/fans from Nice, which is 25km or so away. Monaco would just provide a glamorous setting.
