The concept of the bunker is good. It's the people they put in the bunker, referees, that are the problem.

That is exactly right.
Some of their decisions are bewildering, but on the most part, I think they get the majority correct.
There would be a lot more human error if we just left it to the on field referees without the bunker.
It's why we brought it in in the first place.
