Just a question, why was Michael Sullivan allowed to play for Newtown despite not turning out for them at all so far this year?

The Jets won in PL and the ground announcer said we would play the Roosters next week. By my reckoning the Jets are in the same position as the Cowboys and so should play Wek 1's highest ranked winner ie. Parramatta.
