It seems the ARU are trying to say their game rated better than RL?
Union had a 2.4mil average in mainland capitals for the Aus/NZ game. League had 2.3mil average in mainland capitals for the GF.
However, when you look a little deeper...
The Union game was played live in every capital.
League was played live in only *two* capitals - QLD & NSW.
Union has always had neglible ratings outside of the capitals.
League GF had massive country ratings for the GF, bringing their total average well over the 3.5mil mark (some official figures claimed 4mil).
And the "excuse" that lots of people watched it in pubs, that's why their ratings were so much lower than expected? Um... hate to break it to you, but that's exactly the same situation as RL had -- every Leagues club was packed to the rafters with people watching it, as well as the country pubs. So that's a non-issue.
I think the most telling factor is the huge discrepency between the peak and average figures (note, that huge peak is what would draw the average up higher) -- it shows quite clearly that people are interested in the event, but the actual game wasn't gripping enough to make people want to watch it properly.
