How will this appointment effect the running of the RLEF? I've never really heard of him before. What does he bring to the table?

As the article suggests... he was the GM of Wales RL and has previously been involved with the RFL as a development manager and in compliance. Good fit. Wales have done very well attracting gov $ and sponsors + a home base in Wales and more school action. If he can replicate that in, say, Serbia and Ukraine etc. we could have more emerging tier 2 nations.
