parking has many meanings, ask a council ranger,
if you walk a certain distance away from vehicle, its classified as parked
but if you stay near vehicle, its not parked
and what about garbage trucks

In relation to the last post - parking isn't relevant. You can't stop in a clearway zone. Being unable to stop removes any kind of parking opportunity.
