I am not sure of the rules.
If Kenny got suspended we could have got an exemption for a hooker, as we had no specialist hookers available in the top 30.
There could be an exemption argument for 2 fit hooker in the top 30 at all times?

When Kenny made his debut n 2019 we got a dispensation because Egan was injured. Katoa was on the bench at the time. Once Egan came back Kenny wasn't allowed. But Tim Grant retired to free up a spot.
I think the club can ask for one if there is only one fit hooker in the squad.
