Nah, maybe last year, but not now. Foley is a better decision maker than DCE, who has managed to make the wrong attacking choice in almost every attacking opportunity against the big teams this 4N. He'd be a 10 in Union, so he'd be against both Foley and Cooper and both those guys are better decision makers, and Cooper has a much better passing game.
Honestly, Manly's golden boy is MASSIVELY over-rated and this 4 Nations has made it apparent that Foran carries him.
