I looked at the clip, does he have a record? Becuase if he doesn't that is a pretty harsh penalty. 5 weeks is plenty

Not sure there's any official weighting for a previous record etc, like the way NRL works.

The high late shot on Long (second part of the clip) was the worst of the two, just ugly. He'd have some argument that Gilmour was not standing at full height in the first tackle, but a careless stiff arm is still a stiff arm. Players don't play the game to get their cheeks broken, I think the penalty was fair.
