Scrum Penalties?

Now, not wanting to go back in time.....but does anyone know, do halfbacks still have to retire at the scrumbase?

Toward the end of tonights cowboys/Bunnies match, Jason Smith, who really made a joke of feeding the scrum tonight, rolled the ball back and the lock forward picked it up at the base of the scrum in what I thought was an offside position as Smith did not move from his position where he fed the scrum. Given the closness of the game, the possession was very important at the time.

A scrum penalty was given by Ganson in the test the other night... and then yesterday at Parramatta the Eels got a penalty as Holdsworth was ruled to have gone offside too quickly.
