Seriously Ref a Shoulder Charge

My take on a shoulder charge that need to be eradicated from the game are those like Andrew Fifita put on the other week (and the player who copped it was off the ball). These can cause serious damage to players full blood front on tackle that uses the arm from the point of the shoulder down to the elbow. This tackle is meant to hurt.
Now a shoulder charge by a fullback attempting to stop a try to me [IMO] is nothing other than it is not attempting to hurt or maim the attacking player. Think this a player can use his shoulder not hand or arm to jossle another player of the ball (this may not be allowed anymore thought it as ok previously).
Now looking at Tariq Sims tackle it wasn't a shoulder charge it was a tackle using his hands and arms and because the players head hit tacklers should a penalty (I thought that was bullshit).
Now we have Kikua trying to do a tackle similar to Sims gets 2 weeks and I thought initially what that was a shoulder charge worse than Sims. Look at it again from the first angle Kikua used his shoulder and right arm was out there dangling. Damien Cook comes out and defends Kikua and damn the accompanying picture shows a legitimate tackle to me.
I'll stand confused no wonder the games rules need to be redefined.

It is beacuse the game and rules are trying to be interpreted, adjucicated and reffed on technacalities in lieu of commonsense and actions which is wrong. Just look at the debacle of the old shepherd / obstruction rule now. As soon as they go away from that the better off that part of the game will be

That rule obstruction can be so confusing well after the refs and bunker and some of the Fox commentators put in their Penny's worth.
If a player runs around a team mate and the defender can't tackle him penalise him and if he lays down and submits penalise him. The ones that confuse me are the backline plays ruled no tries by refs when theres an attacker who is a foil. Inside this shoulder outside that shoulder seems obvious when the defenders are beaten.
