Should each NRL club be forced to contract two players from non big 3 teams?

I think it would help develop the game. They'd need to be in top 25 and somehow split across the countries so that the teams don't just load up on Samoans

I think the incentive should be there to include players from nations that need the help. It could be a list that is adapted every few years based on which nations need the help.

The likes of Samoa and Tonga could be added provided the players involved are declared for them and only them. No New Zealanders masquerading as Tongans until they get a call from Kearney.

No, nobody should be forced to do anything. Clubs should be looking to scout/invest in developing nations for their own sake.

I've never suggested forced. I've suggested rewarding them with salary cap concessions or exemptions.

Is there a team with no samoans, tongans or fijians? I doubt it.

Ones who have chosen them as their first choice rather than as a backup to Australia or New Zealand? Perilously few, I'd wager.
