What would be the equivalent in Australia?

As an Aussie who's now living in England, I personally would compare it to... maybe some of the country rugby league (http://www.CRLnsw.com.au) group comps?

ESL = NRL first grade (not starting the usual debate, just highest level in each country)
NL1 (mostly part-time pro) = Premier League (NRL clubs' 2nd teams)
NL2 (part-time less pro) = NSW Jim Beam Cup comp (or QRL or NZ Bartercard?)
Academy (senior and junior) = Jersey Flegg & SG Ball (NRL club junior age comps)
NL3 (amateur) = ? Country comp teams...
