Well if we’re going to consider then a tier 1 nation (tier 2 collapsing) then they do.
You are right! They are still a teir two nation until they have produced at least a squad full of NRL talent that are only eligible for Tonga, no one else and that squad is competitive with England, Australia and New Zealand on a regular basis.
Good news though is that I doubt that the Kiwis will take Taumalolo back, plus he himself seems pretty committed to Tonga - financials probably don't mean much to him as he earns $1 million plus in the NRL.
Just need to get the Pacific Nations an annual Pacific Cup so that these players can play for their nation every year now.
