It used to be for a player to qualify for ROTY, he would have to be his first year of grade in the year he made his first grade debut but they've changed it to as long as you make your fg debut when playing NYC that season, someone can correct me if I'm wrong there.

Apparently the eligibility criteria were designed by the same people who drew up the Origin eligibility rules.
