it's you who needs to read the rule again, contact above the armpits is not permitted if someone makes contact intentionally, recklessly or carelessly.

I'm not debating the merits of the enforcement of tackles to the head. The rationale behind the rule is sound.

Not all contact with the head is to be penalised let alone binned. If someone is falling or the first contact is below the armpit and contact with the head is incidental there is no way that is worth 10 in the bin nor even warrants a penalty because the contact is not intentional, careless or reckless.

But by all means keep quoting a rule you don't seem to understand.

All head contact IS classified as intentional, reckless or careless. There is no classification for "accidental" as you seem to think.
