I can understand why the roaches have an affinity for the NSW b side (Samoa).

But for the poms to be happy about having Aussies in their side is a total shame job.

But I guess that is in keeping with the philosophy of their ‘national’ cricket team.

Depends if Tier 1 nation means you have a professional national competition
NZ are borderline in terms of their domestic situation and always have been but they certainly deserve tier 1 status as they have the Warriors and obviously contribute massively to the NRL talent pool in general, add to that the financial contribution of Sky NZ to the game and the importance of the Kiwis to the international scene and they are a lock.

“Tier One Nation” means Australia, England or New Zealand;

“Tier Two Nation” means a Full Member of the IRL with the exception of Australia, England and New Zealand duly approved and recognised by the IRL;

“Tier Three Nation” means a Nation which is a Member of the IRL duly approved and recognized which is not a Tier One Nation or a Tier Two Nation;

It is not just about on-field performance how a country is graded under the Tiering of Countries System

It also takes into account domestic and pathway competitions, participation levels and governance arrangements including funding and infrastructure.

Until any of these Tier 2 Countries have the above they will always be Tier 2 Nations no matter if they play in or win World Cup Finals.

Population wise I can't see this changing either except for PNG and one has to also consider that Rugby Union is the main game in Tonga, Samoa ,Fiji ,Cook Islands.

PNG is the only one that could obtain TIER 1 status in the future out of all the Polynesian and Micronesian Countries as Rugby League is their national sport although a lot of work would be required to make that happen though.

Samoa - 202k
Fiji - 913k
Cook Islands - 18k
PNG - 9.3 million

France may be upgraded to Tier 1 in the future as they do have 2 sides - one playing ESL - Catalan Dragons and one playing in the Betfred Championship - Toulouse Olympique.

Plus a 10 team Elite 1 and a 10 team Elite 2 Domestic Comp and other lower grade domestic comps with junior pathway systems.

Very difficult to get a foothold and increase Leagues footprint and popularity in France when Football and Rugby Union are the dominant football codes.

The problems with rugby league in France stem quite a bit to what happened during WW2 under the Vichy Government. They literally outlawed the game of rugby league. As such every rugby league club converted overnight to become a rugby union club. After the war ended, none of them converted back. This cut the financial ground out from under rugby league, who basically had to start again from nothing.

If the Silktails make it into the NSWRL, they would have ticked the domestic league and pathway boxes, then they would just need a professional pool of players to pick from and they will join PNG and France

Including handing RL's financial assets over to RU
