No it doesn’t, they either want their brand back or they want to own an nrl license. They shouldn’t be allowed both in WA. I’d be ok with a compromise of a seat on the board of a new club and 25% stake in the company, with protections in the clubs constitution so they couldn’t get screwed again.
anything the NS bears can offer a WA club in terms of jnr development we can get with any one of numerous potential partnerships with qrl clubs.

Put simplistically for sake of time; though the Dolphins won't be a total failure (i.e. fold), their business decisions have made it impossible for them to live up to the full potential that a 2nd Brisbane side had, and in a lot of ways that's worse than them being a total failure (though that's it's own tangent for another time).
In other words they'll survive just fine, but they'll be a comparatively small club compared to what was possible, and have to rely on success on the pitch to pull numbers anywhere near what was possible as standard for a well constructed 2nd Brisbane side.
Aside from potentially during the initial novelty period, their club will never really rival the Broncos in size, and their attendance, season ticket holders, memberships, ratings, etc, will never crack the numbers that a side that played fulltime out of modern centralised stadia and had the ability to represent a significant portion of the population could have had.
BTW, I might add that the Dolphins have gone pretty much exactly as I've predicted that they would so far.
The only thing I got wrong is that I thought that they'd be bold enough to push on with the Redcliffe name from the start, but aside from that I've arcuately predicted everything they've done and has happened to them as a result so far.

The fact they changed their membership structure just a few months into it suggests they weren’t confident of ever shifting 12k. I wonder how many they did actually sell of the full Suncorp and Redcliffe membership?

I said all along that, at least initially, the 2nd Brisbane side would be well supported by corporates and sponsors no matter which team got the 2nd license. Pretty much everybody predicted that though, the sheer amount of demand for NRL sponsorship space in SEQ made it almost inevitable.
The Titans were similarly successful attracting sponsors initially as well. Mantaining that interest over an extended period is the real trick.
