is what it is likely to be. Christchurch needs to show why it should be in ahead of Brisbane3 and that it has the financial clout to be successful.
I can see a split developing in clubland over NZ 2 vs Brisbane 3 for team 20.

The existing Qld clubs (especially Broncos, Dolphins, Titans) and Canberra & Melbourne are probably more likely to want NZ 2 as another Brisbane team is competition for the other Qld teams & means less 'surplus players' for Storm and Raiders to try and snare.

The NSW clubs could lean more towards another Brisbane club, basically because it means $$$ - and they could mine Brisbane Easts for a decent expansion fee.

If NRL waits 5 or 6 years to announce club 20 there may have been enough breathing space for Dolphins for Easts to be in serious contention again and for NZ2 to miss out. I hope not.

All teams that need govt support shouldn’t be included in the nrl

so that leaves nz2 and Brisbane 3

and again you ignore that up front funding from the WA state government is very different to continual Federal funding and tax breaks required to make PNG viable long term.

You raise two good points.

Firstly - Yes, as it stands teams 18, 19 & 20 SHOULD be Perth, NZ 2 (likely Christchurch) & Brisbane. I'd love it if team 20 was Adelaide or even NZ 3, BUT a) Adelaide hasn't had any of the prep work that Perth has had & b) NZ 3 soon after NZ 2 might be pushing it.

PNG, Fiji, or anywhere else in the Pacific Islands will need subsidies - and probably pretty hefty ones. Then you get to issues around security, infrastructure & plain old disposable income and it really unravels.

Secondly - yeah, timing for team 20 is going to make a huge difference. The further away it is, the better it looks for Brisbane 3, as the Dolphins-Broncos-Titans dynamic would have had longer to "bed in".

The battle for 20 will be hard fought, the Warriors have been in the NRL for nearly 30 years and haven’t won anything despite having a whole Country to draw upon.
Why would you want to ruin this with another NZ team, especially as it has taken the Warriors so long to get their shit together.
Despite selling out every home game, virtually every new born baby that has kiwi in them is born with an All Blacks jersey.
Team 20 will be hard to decide.

The big factors NZ 2 has going for it are

* Rivalry - giving the Warriors an NZ rival to play against & measure their performances against. The biggest NZ sports rivalry is Auckland v Christchurch (Canterbury province)

* Rugby (union and league) culture - compared to Perth & Adelaide, the vast majority of NZ "gets" rugby codes.. and has a pool of players with skills that can be applied to either.

* Growth against Rugby Union - although we focus more on RU, that game is in some strife at it's top "club level", Super Rugby. Compared to the systems, attractive gameplay & competitiveness in the NRL, Super Rugby has some issues. More availability of NRL games here will spur growth in the game here.

Im less convinced now. The NRl remains super conservative.
PNG has only become an option due to silly money meaning zero risk for NRL.
Perth has only become an option due to WA govt support and even then theyve demanded a link up with a sydney club as NRl sees it as less risk.
NZ2 is very risky unless they can front up some serious financial support, which they apparently havent been able to do so far.
the NRl remains as conservative as ever when it comes to expansion. NZ2 will need to find some serious money investors and quick if they are a chance.

NRL is super conservative, they will need to address the financial risk before NRL will even consider them.
