Yes, touch is RL but those dastardly Union types run a copy and call it touch rugby.

Touch rugby doesn’t include lineouts and rucks though right and has limited tackles? It is Rugby League.

I know Mat Rogers developed a variant of Touch Rugby that includes lineouts and I think rucks as well.
