the bigger story out of all this is that clubs like PENRITH will be forced to shed players because they've gone out and re-signed their roster to a cap figure nowhere close to what the nrl are going to approve for 2018.

There have been reports in various outlets that Penrith may be one club that has overspent expecting a higher salary cap then what has been proposed, so are not just his unfounded claims.

I mean unless they specifically set out to cheat the cap by hiding player payments.
Otherwise if your over you just cop a fine. So where is the issue? Clubs sign players to 10 million and the cap comes out at 8.8 million or whatever. Said clubs get fined. Thats it.

The NRL must cop a fair share of the blame if the cap is a blowout for many teams. And should help clubs resolve it without having to use punitive measures, if at all possible.
To not have the cap this far into the season before it is to be implemented is outrageous. It should be known years in advance.
The other night on Fox they (Ikin and Rothfield) suggested that because Penrith had dropped three players for what (to Ikin and Rothfield) appeared minor matters, that there had to be more to it and therefore the club has deeper issues. Moylan in particular must have done something wrong before this. No evidence to support this assertion was offered whatsoever.the source is on fox. it's been for all to see.

This is the sort of journalism that NRL360 specialises in. They have to in order to provide themselves something to talk about three nights a week.
Now lets just say Penrith have spent $10 million next year, despite this year's cap being $7 million and despite them not having signed a single player from outside the club. It is now April and the cap for 2018 has not yet been determined. How are the NRL going to sit legally attempting to fine or otherwise sanction Penrith or anyone else who has acted in good faith on the basis of previous statements from the governing body? I'd suggest very shakily indeed.

That was media speculation driven by clubs who were rubbing their hands at the 130% deal, the bigger the salary cap the more money in the clubs back pockets.
