The the extent Manly are gonna get done for is likely limited to the extent those 2 players know .... there were probably plenty more - lol

I'm a little confused about the consistency here. We lost points and had a massive fine bc were were massive rorters and concealed the rorting. IIRC our TPA rorts were added to our season cap and we were required to shed playes. Prior to that we were warned about 2nd tier breaches which pissed off the auditors.

Manly (details to be confirmed) seemed to have arranged TPAs and guaranteed / paid TPAs too over 5 years. This was only discovered bc 2 players rolled over. Media says fine only. There is a suggestion that dodgy TPAs may be added to this years cap, so they may need to shed players.

IIRC NZ self reported cap rorting and they lost 4 points + fine.

Once again, the NRL only find out about salary cap cheating due to whistle blowers.
They are f**king hopeless at finding these things themselves.

That's because there is just no way to find evidence of cheating unless someone tells you where to look.
Remember, we were cleared by the NRL auditors until Seward came forward to tell them where to find all of the incriminating shit. Manly were cleared also.

There is absolutely no way to fix it, apart from having the NRL paying the players themselves instead of the club, and being able to monitor the bank accounts of the players and their families, which will never happen.

The only way to stop salary cap cheating is to do away with the salary cap. But that's not a great option either.

We only lost points because we were found out halfway through the year. We were deemed to be competing with an illegal team, and therefore had to surrender any points accrued with that team. As soon as we shed players to get back under the cap, we were allowed to accrue points again.

Manly have been 'lucky' enough to be found out during the offseason. They still have time to get under the cap (if indeed they have to) before the season starts. I'm assuming that if Manly had won the Premiership last season then they would have had it stripped away, ala Storm 2007/09.

NZ self reported in the off season and started the year on - 4 points

True, but that was under the old regime.
I don't think Toddy wants to be taking points away from teams. It makes the competition look bad. That's why I think he kmew about what Manly had done earlier, but waited until the offseason to hand down a punishment.

Are they believed to be "currently" doing these so-called dodgy TPAs? .... or were they in the past?

If not still happening then can't see how they can penalise the current team

Lip service. Pretty sure the NRL recruited Shane Richardson to review the TPAs years ago.

Yes if the NRL are really serious about cleaning up salary cap cheating and dodgy TPAs then they should place a bounty on whistleblowers.

The NRL don't want to fix the TPA situation at all. Its too hard.

They have had countless opportunities in recent years but are too scared.

If they did the Broncs would have to shed half of their team

Anything they did would surely have to be phased in
