Didn't Schubert force the Storm to register players at their contract values rather than allow them to revalue all of their players to fit under the cap as the Bulldogs did?
Actually he didn't.
He just forced their 'secret contract' amount to become their 'NRL contract' amount. But he didn't force the Storm to count all their 3rd party deals as part of their contracts.
Example (using pretend numbers):
Cam Smith had an NRL contract lodged @ $400k
Cam Smith had a secret contract of $600k
Cam Smith had a FOXsports deal arranged worth $150k
Instead of valuing him now at $750k (which is what he was getting paid for many years), he was now valued at $600k.
This works out terribly in the case of a player who was currently negotiating a new deal. Instead of forcing them to be valued at a secret contract amount, they can simply present their NRL contract as their agreed amount.
So it wasn't as geniused as the Bulldogs situation, but it wasn't far off it. In both scenarios, the long term systematic rorting lead to the assembly of great squads, and allowing those players to be revalued in any way whatsoever sends the message that cheats prosper (both clubs went on to win premierships with players who they recruited in their illegal days).
Anyway - moot point since what has been done has been done. I just wish the Schu spent a bit less time worrying about $20k book deals for the wooden spooners - seriously! Who cares if we rorted the cap by $1million last season? Didn't seem to help...
