He didn't pass it. It was stripped. The penalty should have gone the other way.
Add the fact the Cowboys went about 60 meters in three plays leading up to that call, it was a highly controvercial one.

I'd have to see it again, it looked like the broncos player helped it out, but the cowboys player was looking to offload it. IMO the tackle was completed.
