Port Adelaide Roosters will work. They have a natural rivalry with Melbourne, same colours as state, attracted 20k crowds in the past

They can easily still play 3 heritage games at the SFS

The average Eastern Suburbs person is 100% the opposite of the average Port Adelaide person. The latter is basically Penrith with the sea nearby

Might be a option when the Western Harbour tunnell is extended to Calga and a rail corrider built

Otherwise the CC Bears will always be the best option

If the CC Bears can present a strong business case then they should be considered. Gosford has a good stadium. A team based in Gosford will shore up NSW from Newcastle down to Wollongong.

Southern Storm. Based in Adelaide, Melbourne and Perth. Wear guernseys instead of jerseys.
This but replace Perth with Tasmania.

Perth can realistically go in on their own.

Southern Storm would be the NRL's equivalent of the Melbourne Rebels, but it would be preferable to actually play games in the other states.

At least 6 games in Adelaide and 3 in Tassie?

It would make sense for them to take the games they play in Queensland to Adelaide.
