Fully agree, but from what I understand the NRL is only responsible for the NRL. If we want a proper second tier set up it would be the ARL's responsibility, and I don't see them doing it any time soon.

You mean the NRL for under 20's? If we're talking a second tier competition, I don't like the idea of it using all the exact same teams as the first tier.

You'd have to twist my arm for me to refer it as the legitimate second tier competition.
