I don't understand why the Dragons are near or over the cap - they have a shite squad.

When you're in the shit you need to pay overs to entice players to come, then if third party deals don't materialise their base salary goes up eating into cap space.

Back ending, upgrades etc happen then you find out you're well over next year and need to offload players, and offloading a bunch of nuffies doesn't work because they're on peanuts and you need depth so you let the one's on the most go.
