Seemed at first glance just a lazy attempt at contesting the ball, thought he misjudged the approach and threw an arm out - either way, it gave him an opportunity so fair enough to follow through with it.

Cheeky, anyhow.

if you've ever tried to catch a bouncing football going in front of you it's instinctive to throw a hand out to knock it up into the air to give yourself a second go at catching it, doenst matter whetehr it's a pass or a kick you'll reach for it even if it's ahead of you and the subsequent knock may either be upwards or forwards or both in an attempt to control the ball.

slater doesnt knock it forwards to get it away from an opponenet ala jarryd hayne (?)knocking it over matt bowen, but sticks his arm out in an attempt to control it.
