Maybe on top of win loss ratio, teams should also be awarded pts for actually playing a test.

I believe that is already the case.
Hence the relatively low ranking of Pacific nations.

PNG and Cook Islands don't play many games, and the ones they do play they rarely win, hence their low ranking.

There is one big issue with this system

Pacific almost never play European nations

If you break it up by confederations it is ok

But trying to merge confederations by a European participation process is flawed

Lebanon just beat Malta by 20 points and qualified for the RLWC yet are listed below them

Just because they play more games doesn't mean they are a better team

There needs to be a better way to reflect proper strength of opposition

There's no better way than a) playing games and b) winning them.

If you gathered up a team of 17 Immortals and got them to run out for North Korea it wouldn't matter if you didn't play anyone.

If Cook Islands think they can flog Canada or Serbia then maybe they should play a game against them?


Also, what is proper strength. If you can only get your proper team on the park more than once every 4 years because all your players are heritage Aussies or Kiwis why should you be judged on that?

I think you should have a confederation ranking factor

Just look at how many nations in a region actually make the QFs/SFs

Send png to Europe to tour ? Give the islands some damn money to tour and play Europe, wouldn't that be logical and help all nations .

They need to factor in the strength of the teams that are playing. So if two lowly ranked teams (40th and 45th) are playing each other, they can only move between 40th and 45th position regardless of how many times they play each other. That way you will stop these lesser teams who play regularly from jumping ahead of better teams who dont play often. The only way teams are going to climb up the ladder is if they beat higher ranked teams.
