What you call Tier 2 should just be the ARLC National RG with only NRL clubs particiapting
If they cannot fund a FG / RG / U20 structure then they should drop back to NSW Cup / Qld Cup / NZ National Comp level
OR
be smarter and go find the money! $500K to run a RG is team is not much and should be able to sold via jersey sponsorship - or improve their membership base
