Mason wasn't penalised for his punch because the cowboy player came in for a second tackle.

Canberra is doing the samne thing every tacle but no penalties.

Is it time to get rid of the rule or enforce it.

Probably because none of the Canberra second tackles have ended up in huge punch ups. The only reason Mason got a penalty is because of the brawl. Mander would have let it go otherwise. He was extremely lucky the penalty did not going against him instead... very soft by Mander.
