The rule changes necessary to bring fan enthusiasm back to Rugby League

The NRL's current fan frustrations are in my opinion almost entirely due to refereeing and rules that are either inconsistent, unclear, or unfair, and not in the spirit of the game's 'tough but fair' history.

When fans are frustrated after a game, they are less likely to return as paying customers. Hence we find ourselves in a position where the game's finances and memberships are both as strong as ever, yet crowds have stagnated for 10 years. Time to get people talking about the footy on display rather than the referees, and some rule adjustments, changes, and repeals are necessary.

Each of these can be justified at length, so discuss.

Only use the video referee on a Captain’s Challenge
Captain may be call a challenge at any break in play or try, to a limit of 1 failed challenge per half. The video ref is not used at any other time, including instances of players staying down after a contentious tackle. Successful challenges are not counted. The video referee may rule on any incident in the preceding play, including forward passes.

Clear up ruck penalties
Have consistent, well-communicated timing allowed on holding down in the ruck.
Penalise rakes only where it is obvious and visible.

Only allow penalty kick options for dangerous foul play, professional fouls or repeat infringements
Dangerous foul play includes high tackles, dangerous throws, and other dangerous contact rules.
Ruck penalties, offsides, and similar penalties will only result in a tap restart, unless after a repeat infringement warning. Further infringements result in a sin bin.
50/50 calls are treated less harshly. Repeat incidents more harshly. Attacking teams less likely to get an easy march downfield.
The vast majority of fan and coach frustration over penalty counts is based on 50/50 ruck penalties.

Repeal the shoulder charge ban
It is not in the spirit of the game and results in farcical soft penalties on an almost weekly basis.
If a shoulder charge results in head contact or late contact the tackle is penalised and placed on report.

Repeal the mandatory sin bin on fighting
Sin bins or send offs are applied according to the referees discretion.
The current situation of niggling and jersey grabbing is not in the spirit of the game. Nor should all out brawling ever be tolerated.

Encourage referees to use the sin bin and send off
Sin bin is for professional fouls, repeat infringements or contrary conduct.
Send off is for foul play resulting in the victim being seriously injured or severe contrary conduct.
Actually use them as they are intended.

Simplify the rules around try scoring - obstructions and put downs
Was the defending team prevented from making a fair tackle?
Did the try scorer place the ball down?
Keep it simple.

Repeal the 7 tackle set rule after a dead in-goal kick
It’s ridiculous and unnecessary. A 20m tap is already a valid reward. No more needs to be said.

Remove golden point from regular matches
A tied game at full time of a regular match results in a draw.
A tied game at full time of a representative or finals match results in 5 minutes of extra time each way. If a game is drawn at the end of extra time, only then is golden point played.

here's an interesting rule change.....stop making rule changes!

Most of these are a step back to simplicity or rules that worked fine for decades.

The current game is plagued with inconsistencies. You're probably the first bloke to chuck a tantrum after a bad call. Referees players and fans need to be given a rule set that is consistent with itself and doesn't feel unfair every. single. game.

Rather than silence criticism, the NRL needs to address the root of the problem.

Plus, since I'm so smart and everything, after these changes none would ever be needed again :lol:

I'd keep the captains challenge only to try decisions. I'd also have any benefit going to the original ref decision.

I don't mind the 7 tackles IF the ball was kicked dead from the 40 or beyond.

The NRLs biggest problem is their fans. Biggest whingers.

Say what you want about Aussie Rules as a sport, but their fans are far better than ours. A-League only has a minor following, but per capita a fan, their attendances would outweigh ours 10 fold.

'But it's 2 expensive 2 go 2 da gamez11!'

They say league is the working class mans game. And the working class are stupid., ergo, have no money. If they were smart, they wouldn't be working class.

Again..... Worst fans.

Rugby League fans being whingers doesn't address the fact that a good chunk of the rules are inconsistent or unfair.

Agree completely re 7 tackle rule, shocker.

If you change video ref rules there will be whinging about tries being given that shouldn't have been from coaches and fans alike. Damned if you do/damned if you dont scenario.

You can't seriously argue that the game is more exciting the way it is played these days?

10 years ago the game was much more exciting with deeper back line movements and less wrestle rubbish.

Obviously my opinion is probably more bias as i follow the sharks who not only suck ass, but play a brand of football that is a cure for insomnia.

The rule changes you suggest are probably pretty valid, but i think that the fabric of the game needs to change in order for fans to want to pay the price of entry. Whether that be from limiting the interchange and reintroducing fatigue back to the game such that the skillful players have more opportunity or in other manners.

Some games are not worth the price of entry for the 'entertainment' you get in return.

AFL has no rules and therefore all you can complain about is which player has made the news recently for racial sledging and the Soccer fans are just looking or booze and a place to sing stupid songs.


Working class or not, the footy is more boring these days than it was 10-15 years ago.

I agree with everything Mr Kungl has said.

Maybe not the 7 tackle rule though. Im on the fence.
It speeds up the game, for example if Daniel Vidot drops the ball cold and a guy from souths jumps on it, he would either lose a tackle of the 5 or get no advantage and we delay for a scrum.

quite the opposite actually. i ignore most of the ref talk on these forums.

the inconsistencies are a result of people like you who thought previously they knew how to "fix it". instead what we've got is the dogs breakfast you see today. and the number of changes to the game implemented as knee jerk reactions to fans is embarrassing for the game as a whole.

what is needed is to let richardson and the strategy committee look at the overall direction of the game and set it once and for all (at least 5-10 years before any further rule changes)

I'll address your points.

1. Only use the video ref on Captain's Challenge.

Disagree. Would prefer they get rid of the video ref altogether. Keep two on field referees, have one responsible for the 10 metres the entire game, the other for watching the ruck. Bring back an In goal judge at each end. Let them make the decisions in real time.

2. Clear up ruck penalties.

Agree.

Good Idea. The trick will be consistency.

This isn't going to change. Get over it and move on.

See point 1. No video ref would help stop a lot of these issues.

Absolutely must bring back the shoulder charge!
I have lost so much enthusiasm for the game since that went out to the point where i dont go to games as much or follow games on tv when souths dont play.

The shoulder charge should exist at the very least for consistency and fairness. You can do just as much damage with a solid normal tackle. Removing it achieves nothing in terms of safety. The fact that you can be penalised for shoulder bumping someone over the sideline, or just bracing yourself with someone running at you is absurd. It makes the game look like a joke when things like this happen.
Get harsh on head contact but allow shoulder hits.

The captains challenge, aside from reducing slow reliance on video and increasing the onus on refs and touchies to make a confident decisions, puts some responsibility back on to the team, cutting off an avenue of whinging. If 2 touchies 2 refs and no player or coach on the team argues a decision, then it's probably not that much of a howler to begin with.

I expect it won't change. That doesn't mean it shouldn't.

I fully believe that these two changes are having a negative effect on crowds and enthusiasm for the game.

So rugby league should appeal to the lowest common denominator?

Punching is the stupidest reason to watch a game of football.
