THis makes no sense to me
I thought the whole idea of 3rd party agreements not counting under the cap meant that they could not be affiliated with the club nor could they be sourced by the club
How then is it the clubs responsibility to ensure they are paid and do not fall through?

Actually no.
Clubs can organise third party payments that count against the salary cap. They are allowed to guarantee these.
There is also a $600 000 marquee player allowance that is paid by club sponsors (essentially 3rd party payments) that are guaranteed by the clubs and do not count against the cap

In the election thread it was suggested that some 3rd party agreements have not been honoured because a certain former chairman lost power and they were withdrawn in a political move. If true, disgusting that they would do that "to the club they love".
Name and shame the companies who have not honoured 3rd parties.
