There in lies the problem. The owners want better stadium, the government is not playing for all three.
After doing some reading, I think Raiders and Charges will share a stadium in Carson - They have already bought the land together and have the government on board.
Like the New York teams do.
The Rams will be told to stay for now, with no doubt heavy pressure (From the NFL) applied to St Louis government to get a new stadium built. If that pressure does not bare fruit they could end up anywhere, but St Louis.
